Among all resources available to the human beings, human resources are the most valuable. It is of primary importance. Keeping on improving the human resources management capacity, is not only the necessities for economical development and enhancing market competitiveness, but also a fundamental need to a sustained long-term development of enterprises. It is, furthermore, the motivation of individuals to fully develop themselves, to adjust to the society and become productive in the society. Therefore, to study and research domestic and global enterprise manpower management models and practices, contemporary enterprise manpower management system, to review the current situation of enterprise manpower management in China and raise recommendations on how to further develop a manpower management system in China's context, bear a special significance.This paper is based on questionnaire survey, interviews and analysis of currently available documents and materials. It reviews the manpower management practice in scores of domestic enterprises. Based on its analysis, the paper touches on the current situation of enterprise manpower management in China and emerging challenges, domestic and foreign manpower management theoretical models, developing a national enterprise human resources management system, in particular in the context of knowledge economy.As indicated in the main text of this paper, the main challenges in China's enterprise human resources management include inadequate manpower development, more emphasis has been given on the use of personnel, rather than on the development of the personnel; there is a phenomenon of brain drain in the State Owned Enterprises. The wages and remuneration system are yet to be rationalized. The assessment of personnel is not justifiable. There is a strong element of over-staffing and the management authority is concentrated in the hands of the few top managers. Seniority based system is still in practice. In the nutshell, a human resources management system is yet to be established. This paper makes analysis on the modern enterprise human resources management models both in China and in other countries. Based on this analysis, the paper goes on raising the concept of merging pragmatic models with humanity models as an option for China's enterprise human resources development. The identification of the roles, objectives of modern enterprise human resources development, as well as a motivation mechanism to activate human resources, are also highlighted in this paper. By concluding this paper, a 3Ps model that can suit Chinese enterprises in their human resources management is suggested. Lastly based on human elements in HRM, the objectives of HRM, its functions, the roles of the management in enterprises, the paper previews the trend of enterprise human resources development and how such systems should be developed.
