With the accelerating pace of economic globalization, the concentration and integration of the industry has become an inevitable trend in today’s world of regional economic development. As an important inner variability, human resources become the key to promoting economic development and industrial upgrading. High-tech Industrial Development Zone as the emerging industry development pattern provides a good platform for the high-end industry and excellent talent, which is becoming an important force driving the regional economic growth.The new situation and new changes in every period give the special mission and task with the development of high-tech zone, today, high-tech zone plays an extremely important role in promoting economic development, technological innovation, which becomes an important platform to promotint technological progress, enhancing the capability of independent innovation, powerful engine of promoting regional economic structural, service platform of high-tech enterprises "going out" to participating international competition, and forefront of commanding heights of the world’s high-tech industries.Currently, Daqing Hi-tech Zone has been approved by the State Ministry of Science and Technology for developing innovative science park, which is first one in the northeast region, and Daqing Hi-tech Zone established the six industries as the strategic development. The independence and creativity development in the administrative system and the human resources management system in hi-tech zone, whose differences with the traditional government operating, making the study of human resource management system in Daqing Hi-tech Zone, which has a value and significance, provides a reference for other Hi-tech Zone and government personnel reform.Through introduction of Daqing Hi-tech Zone, Daqing Hi-tech Zone institutions shifts and the elaboration of the status of human resources, to analyze the characteristics of Daqing Hi-tech Zone human resources management system, problems and reasons, find Daqing High-techthe key of the zone management system, basing the modern human resource management theory, the essay proposes system improvement strategies, and thus achieve the purpose of the overall improvement of Daqing Hi-tech Zone human resources management system.
