During the course of social development factor of man becomes decisive key. However, modern enterprise organization system, which is the most effective form of development of social economics, has been conscious of distinctive superiority between man and other factor. And human resource has been thought of as the key of baking advantage of and developing all kinds of productive forces.During the course of our country?s enterprise reform, although fixed progress has been made for human resource management, from the depth of management theory they has been thought under superficial phenomenon. The useful management of enterprise system that takes full advantage of knowledge superiority contribution of human resource from enterprise culture will gain exuberant vitality for enterprise. An enterprise is a unified organization of internal and external environment. Simply paying attention to internal cost management will result in being lack of complementing resource and competitive system. And simply paying attention to external result management with ignoring effective allotment of internal resources will stifle real enterprise functions. So we must ponder over and decompose and compose enterprise knowledge and information superiority from the view of system theory and control theory and information economics. But these which emphasizes importance and decision of internal and external human resources of enterprise will be contributed to enterprise knowledge carrier who is human resource.With an overall point view summarized the deep idea of self-organization theory systematically, this paper discussed the connotation of management system of enterprise human resource and made use of eight theories of self-organization to raise the systematical human resource integration of enterprise system. And this paper emphasized that an enterprise was not only a subject of human resource but also being comprehensive use other resources penetrated to human resource with integrating with all enterprise function organization and furthering the addition of knowledge superiority of enterprise human resource continuously. Under the primes of definition of enterprise system which is that (1) enterprise staff are complicated personnel in view of adaptability in tactics and development; (2)~2)enterprise staff are of the same nature of character to contribution of enterprise system; (3) enterprise is a principal-agent organization; (4) enterprise system is flexible and flat and net organization organism and on the basis of knowledge superiority resource which is the human resource parameter, goalgroup is composed with the same profit in knowledge superiority resource and is a researched subject which is managed and controlled and judged dynamically. This method is the dynamic goalgroup management of human resource. The whole paper had this method being ties decomposed all kinds of idea, guided specific practice of enterprise human resource management and integrated with the function combination of human resource in enterprise system.On account of the theory of dynamic goalgroup management and with the guidance of management-by-object, human resource is allotted. This paper also fully utilized internal and external knowledge and information superiority of system circumstances, and set goal system that is fit for enterprise development democratically and collectively. Dynamically allot enterprise human resource and net-oriented adjust knowledge superiority resource to accomplish enterprise goal system successfully through the standard of goal system and goal endurance to enterprise. But if thinking over staff?s knowledge superiority resource and contribution degree, dynamically controlling management in overall course must be taken to set enterprise goal system and provide sufficient information foundation in order to measure marginal contribution is different and divergent because of the influence in every need and circumstance factor.
