From the view of human resources management and development, through the situation analysis of the domestic S&T human resources development, this article finds out the main problem in the domestic scientific human resources development and on the basis of problem found and the characteristics of S&T production, this article raises the basic theory and principle of the strategy frame in the work of scientific human resources development. The whole article is classified into the following five parts:(1) The description of human resources development. This part describes the conception and importance of human resources development, the development period of the foreign and domestic human resources development work, the function and content of the human resources development work.(2 ) The present situation and main problem of scientific human resources development. Through the analysis and comparison of the foreign and domestic high-new technology development and scientific human resources development, this article points out the four main problem in the domestic scientific human resources development.(3) The basic theory of human resources development work. This part describes the mutual influence of the change of the state economics increasing method and scientific human resources development, the characteristic of scientific human resources and scientific human resources development, and the principle in the development and management of scientific human resources development.(4) The strategy of S&T human resources development. According to the characteristic of scientific production, this article proposed the strategy frame in the development of scientific human resources which includes the strategy ideas, strategy goal, strategy emphasis and strategy methods, and the strategy plan has for the scientific human resources development has been raised.(5 ) The main work and strategy principle of scientific human resources development, that is, estimation-moral and talent principle, selection-goal principle, use-development principle, check-open principle and inspiriting-achievement principle.
