The development of mobile communication in china has passed through the following three stages: exploiting, developing, and popularizing. And rates policy of mobile communication has great effect on adjusting price during the three developing stages. More important, Rates of mobile communication service, which is connected with funds, market elasticity and the satisfactory degree of the consumers, will have great effect on the development of Chinese economy.Using the theory of Marketing, industrial economics, welfare economics, the article systematically analyzed the management on mobile communication rates and operating and developing environment in and out china. The purpose of the article is to solve the core problem that has ever existed in the developing of Chinese mobile communication.Based on systematically analyze and demonstrating on the development of Chinese mobile communication, the article has proposed the method of how to regular rates of mobile communication and how to optimize the rates management mechanism. Finally, the article has proposed some advices on how to manage Zhejiang branch of China Unicorn's rates and how to enterprises well.
