Industrialization is the main rhythm of the development of modern economy, while urbanization is the main rhythm of the development of modern society. They promote each other and determine the rhythm of the historical progress of economic society. In the process of urbanizing, the accumulation of the population and the advanced production factor can produce a huge creative power, which will not only become the new impetus of industrialization, but will also bring about tremendous changes in people's ideology, their way of life and social structure. In this sense, urbanization is the important symbol of economic power and modernization level of a region.From a comprehensive survey of the development of urbanization all over the world, some successful modes of urbanization, such foreign modes as the American mode and the Japanese mode, and such domestic modes as Wenzhou mode and Sunan mode can be found. These modes have boosted the native economy. Since there are some differences among the countries and the areas, the mode of urbanization to be chosen should be different. If analyzing a bit, we can find there are so many differences in accumulating ways, the background of policy resources, etc., between Jilin province and the developed provinces along the sea in the Southeast. Compared to the United States, there are many more differences. So what we can do is to learn their successful experiences and open thought without copying them blindly. Only when our choice of mode in the process of urbanization is suitable for our own economic development can it speed the economic development of Jilin province. This is the very purpose of this research paper.Urbanization is a process firstly, a natural historic process from the traditional agricultural society to the modern city society. It manifests the accumulation of population, the increasing quantity of city, the broadening scale and the advanced level of modernization. It is also the space representation that fundamental changes in social economic structure have taken place and vast development has attained. There are two ways to measure its development. One is the proportion of urban population, and the other is the proportion of the nonagricultural population. Considering realistic situations of Jilin province, the latter is chosen in this paper. It is used for the first time in the same kind of research.The theory of urbanization is stated from three aspects, motive mechanism, phase of development and economic rules. What is called "the mechanism" is theconnection and the running rule of internal things, which are beyond people's will. The occurrence and development urbanization also conform to the common rules. They are impelled by three big powers, agricultural development, industrialization and the rise of the third industry. In 1979, Ray. M. Northam found the development of urbanization could be generalized as the S type curve after his research about the urbanization development of many countries and divided the whole process into three phases, which are different in the city scale, the content of science and technology, etc. The main rules influencing the development of urbanization are centralizing economic rule, scale economic rule, preferential location economic rule and the external economic rule.The part of demonstration firstly analyses the present situations of the development of urbanization in Jilin province. Jilin province has the high level of urbanization, higher than the average level of our country since the implementation of open-door policies and reformation of China. However, because of the low shift pace of rural labor force, the inadequate development of the third industry and agricultural industry, the economic content of city is low and the facilities in the city is poor in Jilin province.
