Research On Hydroelectric Power Exploitation And Economic Sustainable Development Of Sichuan Province

Exploitatiaon of hydroelectric power of Sichuan province, which brings unprecedented opportunity for leaping development of Sichuan economy, gurantees power supply and fulfillment of power transferring from West to East, stimulates adaptation of economic structure of Sichuan province, and benefits econologic protection and construction of econologic screen in upper region of Yangtz, plays important role in the strategy of Great Western Development. This thesis analyses from following angles why speeding hydroelectric power exploitation is necessary for social and economic sustainable development of Sichuan province: first, structure of power and resource of Sichuan province requires accelerating hydroelectric power exploitation; second, abundant water resource is advantageous for Sichuan accelerating hydroelectric power exploitation; third, comprehensive benefit results from hydroelectric power projects demands accelerating hydroelectric power exploitation; forth, hydroelectric power exploitation stimulates development of other crafts; fifth, construction of large scale project is beneficial for reducing resource cost of the whole society; last, the process of hydroelectric power exploitation usually consists of much scientific and technological content. Based on former reasons, the important role of Sichuan hydroelectric power exploitation in adaptation of power structure of China is also stated in this thesis.In this thesis, the relation between Sichuan hydroelectric power exploitation and social development of minority nationality region is analysed, pointing out rich water resource and great exploitation potential is beneficial for economic development and social stability in these regions.After pointing out the econologic problems of Yangtz basin, such as water andeil erosion, sediment disposal, flood damage, and degradation of water qulity, this thesis analyses the relation between Sichuan hydroelectric power exploitation and construction of econologic screen in upper region of Yangtz. Hydroelectric power exploitation can reduce sediment disposal, lengthen life of power plants in lower stream, control stream, better water quality, and reduce contamination etc.Considering the structure of power of Sichuan province and pointing out its six problems in power development, this thesis comes up with sustainale development strategy of Sichuan hydroelectric power exploitation, that is, prefentially exploit large scale hydropower plant which has good water-adapting capability, comprehensively use water resource, try to reduce cost caused by drowning, stimulate rotating exploitation, well deal with settlement of people in hydroproject construction, and alleviate contamination.In the end, following conclusions are drawn: Sichuan hydroelectric power exploitation must take the routh of sustainable development, speeding hydroelectric power exploitation conforms to the arrangement of Great Western Development strategy and is the necessary choice of Sichuan national economy sustainale development and concerning authorities should set preferential policies to encourage hydroelectric power exploitation.
