Compared with traditional communication networks, a data communication network has the advantages of digitalized data, broad bandwidth, intelligent systems, networking structures, integrated services, strong anti-interference and high security. It can provide various communication services with uniform platforms, which are what the telecommunication owners have built up or/and are building.The author of this thesis is the head of Data Communication Network Construction Division, Sichuan Unicom Company, and has worked for a long term on the construction and design of data communication networks. This thesis is summarized from the author's work in the project of Sichuan Unicom Data Communication Network Construction Engineering. From the angle of today's needs of information transmission, network communication and low cost audio transmission, the necessity and probability of constructing the data communication highway network of China Unicom Sichuan Branch are analyzed in this paper. Following the development of the domestic and foreign data communication techniques, a scheme adopting ATM technique is proposed to construct the data communication highway network of China Unicom Sichuan Branch. A scheme utilizing IP over ATM technique is also proposed to realize IP networks and IP telephony services. In addition, a scheme is considered for network management, communication business network security, measures of quality guarantee of various network services. Measures are also proposed for solving the problems encountered in implementing the scheme. This makes the scheme of network construction much more complete, perfect, practical, and worthy.
