Recently,a remarkable achievement has been gained in housing industry in our country. And the average living space per person and the living conditions have been bettered. However, the vacancy capacity is now increasing at the speed of 10 million ㎡ annual; and by the end of 2000, there are still 3 million families whose living spaces are under 4 ㎡, though the dramatic development of housing market. As a matter of fact, many factors lead to the reality, while the most important one is the structural contradictions between the supplies and demands, and the imperfections between in housing market and housing policies.Experts and researchers have made their efforts in researching and analyzing the problems in recent years. A great deal of fruits have been achieved on research of the shortage of effective demand, the serious vacancy rate and the reform of housing policies as well, which will play vital important role in the healthy and orderly development of real estate industry. However nowadays, large gap of the research exists between China and the developed contries espectially USA in the housing life-cycle price system. This paper starts from the common phenomena of housing market filtering. According to the Equilibrium Theory in traditionally Western Economics, we focus on the housing filtering theory and make an quantitative analysis with two important models.The research of housing filtering theory lasts for dozens of years which can make housing markets operating system explicitly expounds, such researches can predict the number of newly-built houses by rational analysis with mathematical model. They also including the housing structural issues and all-course analysis on price system of housing life. With the theory of housing filtering, this paper analyzes objectively on the conditions of "perfect transmission" of the housing filtering effection, evaluating the affordable houses, and makes a comprehensive comparison of building allowance and rent subsidy. The results show that constrction subsidy is fit for the early days of housing market. While in the long run, it is the international developing trend that rent subsidy takes the place of constrction subsidy though they co-exist now.The theory of housing filtering is dependant on perfect housing market. Nowadays our country is in the initial stage of housing reform and it is unavoidable that many problems exist. However the filtering theories will give a reference for building housingmarket and improve the efficeiency of housing policies. Which as follows:1. to build up the ideas of gradient consumtion;2. to develop secondary housing market (stocking housing exchanging market) forcefully;3. to cultivate forceful house-rent market, and improve the associating system。...
