Chinese Housing Reform Cold Observation

"To solute the housing problem,we should take account of a series of contracted policies about build and artribution. City inhabitants could make choice freely to buy or build and to sell or rent their houses. If they want to buy,they could even make their choice freely to pay by installment or not..." Full of optimistic spirits of free-market,these important conversation made by Mr Dengxiaoping in 1980 becomes the very beginning of housing-system reformation in China. And the wise clue in the conversation is so practicable that the answering practice and research had been developed with no minutes late. Now,twenty years passed,our housing-system reformation has greatly succeeded,but objectively,the reformation has been succeeded partly. To reach the prime objects in Mr Dengxiaoping's speech,we have so much actual difficulties to face. The thought of our government-intervention has partly aged;The phenomenon of Housing Unit Owership has been increasing;The corestructure of housing market losts it's balance;Surplus of commercial houses while scarcity of high-price economic houses;The economic energy of social individual is too weak to work.In writer's opinion-Our Housing reformation is too slow to go!This paper summarizes four prime reasons for those difficulties and problems unresolved. First,there are no enough effctive definitions and distinctions in our macro-policies for the housing's doubleness of merchandise and welfare. Second,the means and mediums of macro-regulation for housing-market don ft make adjustment In time. Thirdly,our government is much late for setting up second-class specializations such as Housing Banks and Housing Associations (or Housing Corporations) to deal with the housing problems professionally. Fourthly,the powerful economic energy rooted in social individuals has been bounded so tightly that it hardly outputs it's power. So,the systematic and rational reformation,especially the macro-regulation for housing-market becomes this paper's most important emphasis naturaly.
