Facing the global competition, the enterprise management is gradually developing from the management facing business to management facing performance. But some enterprises lack systematic consideration in management construction, especially for those enterprises whose management notions are obsolete. These enterprises always equate performance management to performance appraisal, it is a big error from the root of thoughts. This greatly encumbers the successful construction of the enterprise performance management system. Through analyzing the developing process of internal enterprises performance management, this paper points out the following facts: Because the domestic enterprises lack the guidance of scientific performance management theory and interrelated tools, in addition, the original management level of those enterprises is relatively dated, so in the process of pushing the performance system, conflicts easily appear between the advancing performance system and the original system, these contradictions will finally result in the fact that the performance management can't efficiently support the execution of enterprises' strategies.At the same time, through analyzing the demand of enterprises ' performance management, this paper points out the balanced scorecard is an effective tool for enterprise to implement its strategy. Based on balanced scorecard theory, this paper introduces its implementation model, meanwhile, points out there are three key problems in the design of the model: first, the determination of the key performance index system; second, the support of the information technology; third, the modeling methods related to the information technology and the KPI system.Moreover, basing on the matter that the KPI systems of some important strategic goals are hard to establish in a quantitative way, combining with the process complexity theory, this paper has put forward the complexity modeling theory and its implementation methods. Aiming at the phenomenon that a lot of information block in the middle of the system, combining with ERP,data warehouse ,Web technology, this paper builds the enterprises' performance management information model and its workflow information model.At last, through the investigation of the designing process of the suppliers' KPI system in the single-point buying project of a motor corporation, this paper has deepened the understand of the entire developing process from business process toperformance process.
