The Study Of Countermeasures To The Mode Reform Of Valuation With Bill Of Quantities In Subcontractor's View Point In Our Country

Implementation of the mode of valuation with bill of quantities in our country will boost the reform of cost management in construction industry further and set up the new system,in which the cost of construction project is formed by government macro control,and market competition regularity. Therefore,it is necessary to study about the mode of valuation with bill of quantities of which the mode will be spread officially in 2003. At present,no enormous literatures are found in analysis of the countermeasures which subcontractors in our country should take to cope with,only,there are some introduction of the method in this mode.On consideration of this kind of circumstance,firstly,this thesis introduces systematically the Code of Valuation with Bill Quantity of Construction Works which will be implemented in our country,illustrates the function and characteristics. Secondly,it introduces the mode of valuation with bill of quantities in Britain,Japan,Canada,and something in FIDIC. Based in the common features of above mentioned the modes,the advantages of valuation with bill of quantities are summarized. Then reasons of spreading officially the valuation with bill of quantities are analyzed from the domestic and the abroad:The current valuation mode in construction industry in our country is formed under the social average price,and this mode doesn't reflect actually the true capability of each tendering enterprises,at the same time,it limits the fair competition in a certain degreeï¼›The valuation with bill of quantities can reflect individual cost in each project,and can be benefit in quotation of enterprises independently. The valuation with bill of quantities is complied with the value regulation in market economy,and the mode has been adopted widely in abroad. Along with the construction market further opening after China's entry into WTO,in order to connect the international consuetude as soon as possible,it is essential to implement the mode of valuation with bill of quantities in our country. The Chinese Ministry of Construction has tried the quotation with bill of quantities in Guangdong province,Dalian city etc. since 1998,which results a positive achievements. Through the investigation of these attempts,the influences to subcontractors in our country can be summarized. Then, the main discussion in this thesis is what measures can be taken to subcontractors in our country in facing the new mode of valuation with bill of quantities. The conclusion are that,at the first,they should faster the step to compile enterprise inner norm. Construction enterprises must compile bid documents scientifically,reasonably based in the self-inner norm which can reflect the actual expenditure and true technical and management standard. In doing so, they can make quotation with competitive price. At the second,they should strengthen the internal cost management,co-ordinate each department's work from bid stage to finallycompletion,establish the prize and punishment system to reduce the costs,and take measures to control the hidden cost. At the third,they should reform enterprise's operation system,enhance enterprise's personnel diathesis,develop the new technology,new craft,promote enterprise's technology standard. At last,the thesis discusses some quotation strategies and skills on view point of construction subcontractors under the mode of valuation with bill of quantities.Through the discussion of the research in whole thesis,the conclusion can be summarized as such:it is very necessary to reform the current project estimation mode. And the subcontractors in our country must change the passive quotation into the active quotation with enhancing the internal reconstruction to adapt the future requirements.
