Joining the WTO means the complete open of our economy. The open brings the opportunities to China's enterprises, meanwhile this open lets the very strong international transnational enterprises or organizations enter into Chinese market directly. Thus very strong competition pressure is imposed on the China's enterprises, in particular the middle or small enterprises . The strategic alliance called "The most important organization innovation in 1920s" by the West is begun to be understood and adopted by China's enterprises gradually.This Dissertation is on the basis of Iran Steam and Developing Project for 12 units in five power plants. This project is EPC project (i.e. Engineering, Procurement, Construction) and includes the finance and local manufacture. The value of this project is huge and the works related to this project are very complicate. The strategic alliance of Harbin Air Conditioning Co., Ltd.( Hereinafter called HAC) for this project is the correct decision which has considered adequately HAC's advantage and its inferior positionThe SWOT method is used in this Dissertation to analyze the inter and outer environment and the advantage and inferior poison of HAC. The factor evaluation sheet and 0-4 evaluation methods are used to show the advanced technique of the air cooler for power plant by HAC. This dissertation applies the theories of strategic management, value chain, network, transaction costs and other relative theories, makes the core competitive power clear, looks for the most competitive cooperation partners, and chooses the perfect strategic alliance schedule. So the purpose of satisfying the client by sharing the resource and the risk together with partners can be attained.
