After china became a member of WTO, the situation of domestic turnoff oil market has been getting more and more serious, Competitors on both direct and indirect ways challenge PetroChina Company Limited. PetroChina Company Limited has to survive in a more complex circumstance than any period before. How to deal with such a serious market situation and establish a scientific corporation strategy, has become one of the most important questions of PetroChina Company Limited.This case is based on PetroChina Company Limited Heilongjiang Distribution Company' reality, through describe the market change of S company in the year 2002, and combine with problems which exist in the company's reality, deeply analyze and evaluate the company's strategic circumstance and inside condition, discover administrative level contradictions that exist in the company, try hard to illustrate an idea which is: If a leader company in a specific market does not adapt the change of the market and adjust its market strategy, the company will lose the leader position; even its oriental market portion will be occupied by competitors. At the end of case, we provide suggestions to the S company at six aspects: management concept; management principle; enterprise organization; inside mechanism; management strategy and enterprise culture.
