A Research On Construction Of Civil Servants' Ethics With The Condition Of Socialist Market Economy

Currently, China is in a special historical period when reform is being deepened, system and the society are being transformed. As to the administrative system, in order to ensure the development of the nation's public affairs, administrative conducts should be controlled and conform with regulations. Being an element relative to human, civil servants play an initiative and crucial role. Their professional ethics has a direct effect on implementing the nation's policies, the success of the socialist modernization cause and the whole ethics atmosphere of society.This paper consists of four parts in terms of the process of raising problems, analyzing problems and solving problems. It involves expounding theories, comparative analysis and probing measures. In the first part, it dissertates the basic concepts and contents of theories on civil servants' ethics, and states the significance of enhancing the construction of civil servants' ethics with the background of market economy.
