Tender Offer And Bidding Of Integrated Agricultural Development Projects

Integrated agricultural development (IAD) is characterized by comprehensiveness, auxiliary input by ratio, high concentration of science and technology and some others. Therefore, tender offer and bidding of IAD projects is different from that of other kinds of projects, and a systematic research is necessary to shape its own theoretic framework. That is what this paper has tried to do, based on the general theory of tender offer and bidding (TOB) and taking the characteristics of I AD projects into consideration.The first chapter introduced the research background of the paper, and summarized the achievements of the research in the theory of tender offer and bidding both home and abroad.The second chapter started with reviewing the concept, history and characteristics of IDA, and summarized the achievements of IAD. On the base of classifying IAD projects, this chapter analyzed the attributes of various projects. Then this chapter discussed the general management of IAD projects, including management phases, contents of management, management by level and project purchase. After that, this chapter expounded the necessity to apply TOB to LAD projects from the three aspects: national laws and regulations, reform of management system and the requirements of international financial organizations. At the last of the chapter, significance of the TOB application to IAD projects was discussed.TOB is frequently applied to civil constructions among other IAD projects. In the third chapter, the TOB of IAD civil construction projects was discussed, including TOB modes, phases and procedure. And a fuzzy evaluation model was formulated by analytic hierarchy process and fuzzy comprehensive evaluation.The fourth chapter studied the principles in agricultural sci-tech project management, the significance of TOB application and TOB modes. After analyzing problems needing attention, this chapter raised suggestions to improve the TOB work in agricultural sci-tech projects.The fifth chapter studied the attributes of TOB agency and the roles of TOB agents. On that base, this chapter analyzed the existing problems of TOB agents in China, and then raised suggestions to improve TOB agency.The TOB management system of IAD projects was studied in the sixth chapter, including TOB modes and principles, the requirements for TOB institutions and projects, IAD projects' scales and ranges for the TOB application. As part of the TOB management system, monitoring was discussed from the three aspects of necessity, significance and the construction of monitoring system. At the end of this chapter, suggestions to strengthen the monitoring management were raised.The seventh chapter summarized the whole paper, and raised suggestions to improve the TOB management of IAD projects.
