On December 10.2001.China became formally a member of the WTO. This has offered new opportunity and space for our country to blend in the big cycle of the international economy enlarge further foreign trade and promote the system of socialistic market economy perfect and developed. Meanwhile, every aspect of economy and our social life is also faced with the severe challenge that brings about. From macroscopic aspect after entering the WTO there is more wide and broad layer surface cooperation and competition between our country and the world. This kind of competition is the competition of the ability of human resource at bottom, is the competition of the development level of human resource and the mechanism of talent selecting. From microscopic aspect the market environment of domestic enterprise is more complex the market competition is more intense. Enterprises will spread out to flight for each resource essential factor to get competition focus as the most important resource essential factor of enterprise. So, it is important to study the development problem of human resource. This thesis has mainly talked about the problem from three aspects by connecting Chinese national conditions after WTO entry. First, starting with the basic theory of human resource it emphasizes to raise all workers quality continuously been guard the problem of talent running off and set up the idea that human resource is the first resource. Second, it has analyzed the present situation and quality. Our country human resource had a big amount but low quality, the aspects such as the structures of towns and the countries. Structures of the human resource are so unreasonable that they don't fit in with the needs of WTO entry. Third, combing existent problem it has talked about the specific countermeasure of our country human resource that develops to meet WTO needs. It emphasizes that we will control the population size, improve the population quality, increases educational reform intensity. Strengthen the international exchange and cooperation with the development of human resource; attract overseas intelligence and talent actively; perfect our polity, realize the reasonable disposition of human resource.
