Contributing to the importance of the research on the fluctuate urbane land value and how to keep it balanced among regions in Hunan, which is a comprehensive, systematic study on land management, land market operating, and relative economy factors in the society, the author deems it is urgent to carry the research out in a scientific way.The thesis finds out the trend of the urbane land value fluctuation, and presents a reasonable prediction on the land value in three years' time on the base of the fact that the demands on land for different usages have been increasing since 1988 and the analysis of the relevant fluctuation diagrams which come from the basic land value in 13 metropolises and the historical indexes of it in Hunan by the combinational ways of average insert and average output.While studying the way of keeping the land value balanced among different regions, the author analysis the basic land prices of 13 cities in a systematic classifying way and labels them with 4 levels according to their own characteristics. At the same time, the land values are measured by relevant index with the consideration about the economic situation in the whole society. And then naturally concludes the exact and vivid connection between the urbane land value and the size of the city, the level of the urbanization, the benefits from the land and the development of the economy.According to the analysis on the data, and the study on land market of hunan province, we can draw such conclusion: 1 .Locating law of land value among cities(1)Basically same as the economics development level (2)Being affected by regional policy(3)Located along land value curve quite different in business land2. Locating feature of inner city(1)The general land value descends according to the distance away from central district(2)The descending ratio changes according the different land use, business land value descends the fastest, housing land descends faster ,and factory & warehousing land normal3. Dynamic changing feature of land value(1)The land value is increasing generally (2)The land value increases apparently which near the former central district(3)The value of advanced land is becoming senseless4. Forecast on the dynamic changing of land value(1)The general value continues increasing stablely(2) The Ian value of central developing city will increase(3)The trend of the increasing value in the skirt zone is apparentIn order to make more exact predication in the trend of the urbane land value fluctuation and keep more efficient balance among regions, measures should be taken.1.Establish more model lands for the measuring system, as well as the dynamic inspecting system in the whole province.2.Make the land value more public and transparent.3.Informationize the enquiry system of the land value.4.Carry out the classification of the land all over the province.The evaluating index system and measures adopted inthe thesis are simple but practical that are worthy being widely applied.
