Cities plays a leading role in our country's socialist modernization. To efficiently protect and improve urban environment is then of great significance for the assurance of the continuous development of economy and society. The pollution of the urban wastes, which has close connection with people's daily life, thus has come into its own gradually. Our country has correspondingly taken some measures in legislation in view of the urban wastes pollution problem, and has preliminary found the law system on prevention and solution to the urban wastes. However, the serious situation we are facing of the urban wastes pollution causes us to think how to consummate the legislation and solve the urban wastes problem fundamentally. This paper tries to provide several legislative suggestion in view of the inadequacy of our country's legislation on the prevention and solution to the urban wastes pollution. It includes four chapters.Chapter one deals with the summary of our country's urban wastes pollution. It briefly introduces the two major aspects of the urban wastes pollution: the waste of resources and environment pollution, and points out the necessity and urgency to perfect the legislation on prevention and solution to the urban wastes problem.Chapter two introduces the general situation of several developed countries' legislation on prevention and solution to the urban wastes pollution, such as Sweden, Japan and Germany. The purpose of this part is to overcome our weaknesses by acquiring their strong points. Although their relative legislation systems have their own characteristics, they have many things in common, For example, they promote the decreasing and recycling of the urban wastes by adopting market and economic measures. All these things provide precious experience for the consummation of our country's relativelegislation.Chapter three preliminarily probes into the inadequacies of our country's current legislation on the prevention and solution to the urban wastes pollution. The main inadequacies include: firstly, the decreasing and recycling of the urban wastes aren't the main direction of the legislation; secondly, the current laws and rules are too principled to operate efficiently; thirdly, the current established administrative system is disadvantageous for the prevention and solution to the urban wastes to get out of the predicament; fourthly, the laws themselves are dissatisfactory.Chapter four puts forward some relative advice on legislation. The main points are: firstly to strengthen the legislation on the decreasing and recycling of urban wastes and make the fundamental laws and the according rules to make full use of resources; secondly, to lay down the detailed rules for the complementation of the laws for prevention and solution to the urban wastes; thirdly to reform the current administrative system and to realize industrialization; fourthly, to perfect the laws and rules on the prevention and solution to the urban wastes and make everything available for the complementation of them.
