With the deepening globalization and fiercer international competition, how to improve urban competitive capacity has become one of core substances of urban development strategies. Under the background of Western Region Development Program, the study helps appraise current condition, potentiality and trend of western cities to improve advantages of western region.This paper is divided into six parts. The exordial two parts analyze the background and strategic significances of upgrading urban competitive capacity. The third part discusses its meanings and basic theories. With the help of Principal Component Analysis, the 4M and 5 parts design the model of urban competitive capacity and analyze competition advantages and disadvantages of Chongqing, Chengdu, Xi'an, Kunming. The final section refines development experiences of some cities, such as Suzhou, Guangzhou, Dalian, Shenzhen and Shanghai, giving a conclusion and some implement suggestions.Innovations of this paper are as followed, new subject, quantitative analysis on competitiveness of western cities through model, and the competition situation comparison of western cities. Established in the western area, it probes into the general countermeasures that promote the competitiveness of western cities, to impel western cities participate in the nationwide city competition.
