As the infrastructure construction level of a city often determines the city's modernization level, the infrastructure construction level of the cities in a province also determines the urbanization process of the province. Thus, by studying the infrastructure construction level of the city, the corresponding influencing parameters can be found, based on which suggestions for further development can be put forward. As Zhejiang Province is one of the most flourishing provinces in China, the study and experience of Zhejiang province's urban infrastructure can be used for reference for other provinces in the nation.Based on public goods theory, the fundamental characteristics and benefit characteristics of urban infrastructure construction are summarized with extraction of the objectives and standards of the infrastructure construction. The relationship between infrastructure construction and sustainable development of the city is also presented. Through comparison of infrastructure constructions between China and developed countries, the infrastructure construction mode and corresponding administration mode of developed countries, which can provide good reference and guidance for Zhejiang province, are brought forward.In this thesis, the revenue and expenditure structure and infrastructure level are chosen as the two crucial parameters in the study on infrastructure construction status of Zhejiang province. With principal component method and correspondence analysis method, comparison of infrastructure construction level among the 11 main cities of Zhejiang province are made and these cities are further classified. The comparison indicates that there's obvious regional difference among the 11 cities, with northern cities and eastern cities falling into the 1st class with best record, middle cities falling into 2st class with better record and northeastern cities falling into the last class. The coincidence on results from analysis on revenue and expenditure structure and that from infrastructure level reflects that there's good correlation between the two parameters, which in certain degree certifies the phenomenon that the increasing investment on infrastructure will directly enhance the infrastructure level.
