This dissertation focuses on how to apply P-CMM (People Capability Maturity Mode) and relevant performance management theories to establish and implement performance management system of private SMEs (small-middle enterprises). Many domestic and oversea academicians have developed various theories about performance management; the most systematic and significant one is P-CMM, which has integrated human resource management process and evaluation tool together. This dissertation will design a performance management system for private SMEs after introducing the part about performance management in P-CMM, localizing them, and using other relevant theories as reference as well. The author has implemented the system in a few private SMEs, and assessed its effectiveness, made performance management in these Private companies can not only be controlled in process but also be evaluated and improved afterwards.
