The way of traditional houses and building management has no longer satisfied the demands of current development of the market economy as well as residents, with the developments of socialism market economy and raising of the people' s living standard of our country.A new model of real-estate management, such as "specialization and managing-model", has been taken shape. The new model can be regarded as a result of to-certain-extent development of real-estate industry as well as an inevitable outcome of market economy.It's specially important to foster and develop the (real-estate) market since healthy development and standardized operation of real-estate management relies on it.Mainly in this article, based on the general description of real-estate management, it makes an investigation and analysis on the actuality and problems of Qingdao real-estate management, referring to advanced experiences and methods both at home and abroad. It proposes the way to faster and develop Qingdao market of real- estate management, namely, government should strengthen its legislation and cultivate market operation; enterprises of real- estate management, belonging to the service industry, have to pay attention to their image, set up strategy of building famous brands, andtaken road of developing a untied-group; the association of real-estate management, as nongovernmental industrial organization, should strengthen self-discipline of real-estate management. The self-disciplining of the enterprises is reliant and connective to governmental management, which builds a complete real-estate management system. The bid inviting on a two-step method for real-estate management has been introduced in order to promote the market of a competitive development, to try to explore a way of bidding and inviting bids for real-estate management with Chinese characteristics. Meanwhile, taking the example of carrying out the bid inviting on the tow-step method in Zijinshan Residential District of Qingdao Development Area, further proves the success of applying the method of inviting public bidding.In a word, it is an inevitable choice and the most powerful means for government to adjust and control the market that to foster and develop the market of real-estate management by introducing competition system thus to push and maintain healthy and continuing development based on fair competition in the industry.
