With the entering of WTO and finance globalization, foreign banks and new stock banks attract a great number of excellent financial talents of our four state-owned commercial banks based on its advantage of incentive mechanism. The laggard incentive mechanism of our state-owned commercial banks has become the neck of restricting its reform and development. Therefore, it's of realistic significance for state-owned commercial banks to construct a scientific, sound and efficient incentive mechanism.This article focuses on the present situation of our state-owned commercial bank's incentive mechanism, applies the human resources management theory and absorbs the good respects of foreign banks' incentive mechanism to make research on the construction of state-owned commercial bank's incentive mechanism for Chinese banks' reference.The article begins with the analysis of the present situation of state-owned commercial banks' incentive mechanism, which concentrates on the problems, main contradictions and bad effects. Then it analyses the deep reasons from the point view of state-owned enterprises' system combined with the characteristic of our state-owned commercial banks. Based on the human resources theory and foreign banks' advanced incentive mechanism, it's forwarded that multi-factors incentive mechanism should be built up by our state-owned commercial banks. Therefore, the scientific and efficient incentive mechanism should be constructed from six respects that are salary, promotion, competition, training, performance assessment and spiritual incentive. Then, the article discusses the incentive mechanism of Industrial and Commercial Bank of China, and provides corresponded suggestions. At the end of this article, a conclusion is provided.
