Investigation And Study On The Small-Medium Enterprise Finance Of HeiLongJiang Province

The difficulty of finance in Small-Medium Enterprises is one of the bottlenecks that condition its reform and development. In order to master the basic situation of the SME finance in the whole province and solve conscientiously the problem of its finance, Heilongjiang Province Economic and Trade Committee had a financial investigation on SME in 2002. The author of this thesis presided over the writing of the investigation and study report . Based on brorrowing home-abroad current situation and their experiences of finance in SME, it has deeply investigated and studied the current financial situation of SME with many survey methods, such as governmental information reaction, experts' consultation, forums investigation and questionnaire methods etc, and concludes the current situation, main characteristics and facing challenges of HeiLongJiang Province etc. It clearly points out the main problems that have existed in the whole province for a long time. i.e. singularity of financial means, not smoothing of financial channel, lack of small-medium sized financial setup and environmental difficulty of social credit. It can conclude that the SME finance in HeiLongJiang Province is too hard. The writer has actively approached and analysed the origin of the financial difficulty in three ways. One is the SME credit, one is financial system, the other is social service environment. In allusion to the problem and sticking point that existed in the SME finance of the whole province, from three angles of enterprise, bank and government, We set forth the countermeasures and proposals that SME must do bodybuilding and prepare internal work. One hand, banks must fasten the step of reformation of financial system, and improve the service level. Another hand, the government must strengthen macroscopic control and perfect the system of supporting the SME. The investigation and study report tries to offer the valuable reference that can play the important role in governmental relevant departments, through this investigation and study for the finance in SME in order to respite the difficulty of finance in SME of Heilongjiang Province.
