Study On The Construction Of Small Towns In Heilongjiang Province

The construction and development of small towns is an important factor for rural reformation and modernization in China, which plays a key role in town planning with Chinese feature. Located on the northern frontier, with its geography conditions, economic basis, history and culture difference to other parts of China, in term of small town construction. Heilongjiang Province should comply with the principle of practicality and realism, adjust measurement to local condition and elaborate potential advantage to form a distinguished development style.This paper starts from the introduction of fundamental of concept, criterion, function and classification of urbanization in Heilongjiang, then evaluates the current situation of small town construction in Heilongjiang from many a angle, especially the particularity of the problem in Heilongjiang Province.Followed is the discussion of macro-background, advantage and problem exists of construction of small towns in Heilongjiang. With analyzing the problem, there sets forth the guidelines and strategic goals.In case the re-occurrence of resource wasting, in this paper small towns are classified into modes, and at the same time give a view of its selection and layout. At last, provide suggestions on policy selection of small town construction.
