As the trend of "E" speed up in the information age, the government also pursues an efficient way to assist administration and public services by using the electronic methods, especially the Internet and Intranet. Chinese government catches up this trend and engages hi the reform leading to E-govemance. During the establishment of the E-governance system in many areas, especially the related developed areas including Southeast and Northeast of China, many problems as well as issues come out and raise great demand for decision-maker as well as academic field to set up regulations as well as structures. Among many problems in the process of establishment of E-governance, one problem or phenomenon has drawn attention from both professional field and academic field. The scholar called this phenomenon " Information Island" problem, which refers to the situation where the government departments can not share their information through the Internet and the government and public can not build a interactive communication system, which means that the public can influence the behavior of government through the electronic communication besides the public accepting the services passively from Internet or other electronic ways."Information Island" problem is caused by two main issues, which are the lack of advanced technologies and imperfect Chinese administration system. By digging into the study of the previous scholars' articles, many effective ways have been found to improve the E-governance in China. However, these methods or ways cannot match this specific problem. Therefore, in order to provide more concrete suggestions to the resolutions of this problem, I use the case-Information Services Center of Shanghai Industry and Commerce Bureau (ICB), which is the best example in China concerning how to resolve the information island problem in terms of real China's political and technological situation. On the basis of study of its web site as well as get the related materials directly from this center, I interviewed many officials as well as some clients of this center to conclude their successful experiences and also found many problems which still exit in its E-govemance system.At the end of this thesis, I draw some conclusion as well as get many findings concerning the E-governance and the "information island" problem's resolutions, which have not been hold by other scholars and will contribute to the further research of E-governance and "Information Island" problem.
