This thesis studies the problem about strategy of human resources management that Tibet telecommunications must solve in order to achieve development strategies of China telecom and Tibet telecom in Tibet special surrounding and under the situation of China telecom reform and recombining.This thesis analyses the surrounding and present situation of human resources management of Tibet telecom and then advances strategies on human resources management of Tibet telecom begins with strategy of human resources and relative theories.The fist part of this thesis introduces the strategies on human resources management and relative theories. The second part analyses the surrounding of politics, economy, region as well as industry and overall development situation of Tibet telecommunications. The third part analyses the current of human resources management of Tibet telecom Company and conducts the SWOT analysis of human resources management of Tibet telecom Company. The fourth part determines the strategies on human resources management of Tibet telecom according to the preceding two part and expounds the important measures to adopt the strategies on human resources management of Tibet telecom Company.
