"People" is the key factor lead an enterprise to success- Get a right talent, put in a right position, provide necessary support to help them grow, make them put to good use of their advantage and give them fair reward. This is original and finally resource to let enterprise get and keep competitive power. China has been become one of the most fast developing and potential market in the world. The multinational company in the China and the local company meet the new chance to develop than ever after China entered into WTO. Profit from develop and utilize localization Human Resources , their product become more and more suitable for the China market. The technologist with the sense of innovation, management combines ability with the China market experience and western culture is attracted by most of the company. Lack of the high caliber talent brings to the violent talent competition. Local enterprises need to learn from multinational company in face of the situation that most multinational enter into China. In order to get the identify with the world, local enterprises need to absorb human resources experience from multinational company to reduce the gap and be in harmony with world on the basis of China actual situation.This thesis contains three parts, the first part makes a deep research for multination company on the Human Resources development, challenge and management in China from the following perspective: recruitment philosophy reorientation, build up learning organization, develop people through training, set up new performance evaluation system and more effective compensation and benefits motivated system. It also analysis China talent develop macroscopic environment: more and more foreign company especially for multinational company pay attention to China huge market and potential, speed up their space to enter into China market after China enter into WTO. East and West culture and theview for value will introject more comprehensive, this difference will influence talent floating, organization structure and management way for the great part. Multinational company have been more focus on research and adapt China environment after years experience. Most multinational companies become more alike local company after implemented the localizable strategy. This will bring to huge impact and deep influence on local enterprises developing without any doubt. The second part analysis on macroscopic environment on talent development in china and point out the main problem in local enterprises. Actually, the human resources department is not lay stressed on for a long time, say nothing of "business partner" or "innovation propellent". See from the talent floating in the previous years, the main trend was these talents went into the foreign company or JV company from state-owned company. Of course, the state-owned can not fully copy the multinational company experience, but most of can study and use for reference. For the time being, more and more local enterprises are study how to "go out", and become more internationalization. In view of this situation, the urgent thing is how to improve the efficiency and the most importance thing is how to get & keep & grow talent. Get a right people, put hi a right position can help the enterprise with might doubled and also make the talent has their own clear career plan. In the third part, this article point out the main four gaps between the multinational company and local enterprises: organization structure, compensation & benefits, performance evaluation, promotion & career plan, put forward the tentative plan regarding the China talent accordingly.
