The 21st century is a knowledge era In this era,the most important economic resources are knowledge,science and technology,and intelligence;but first of all,human resources As for a country,human is the main part and the most active factor in social economic activities,The cultivation,development and use of human resources arethe decisive factors for a nation's economic development As for a business,the features of human that is independent,cannot be constituted,and cannot be imitated,determine that human resources construct directly the critical strategic resource of the busincss's core competitiveness The concept that human is the center of management will lead the management of the 21sl century The prosperity of a country the success of a business will largely depends on the development and the use of human resourcesFacing the new century's challenge and requirement,the reality demands us to determine the development and use of human resources as our strategic work This paper makes an attempt to interpret the concept that the strategic management of human resources should and is able to become the strategic means of a businessThe interpretation is based on the detailed research of human resources strategic management and its effects on the increase of the business's competitiveness.
