With the human society entering 21st century, petroleum & gas turns to be an important energy and mineral product, as strategic resource, and has more and more outstanding position. After joining WTO, our country completely merge into the global economic movement. Petroleum industry is facing unprecedented opportunity and challenge, and will also have greater development space.SY Oilfield Limited Co. is a subsidiary under CNPC, which formally registered in 1999. During the past few years, SY has brought great economic benefits to CNPC. At the beginning of establishment, in order to face the challenge under the fierce competing market, to realize the sustainable development goal, SY has adopted a series of actions, from strengthening personnel training and using to deepening the human resources management and development, and has progressively confirmed the human resources strategy.This article has explained the SY's human resources development course, the training for the human resources with the company development, the investigation for the company human resources problem, the study on the process and content of the human resources strategy described in detail. During the process of explaining, according to the relevant theories of strategic management, it deeply analyses the macro environment, industry environment, the internal advantage and disadvantage that SY is facing. On this basis, this paper further analyses the competing advantage of SY, and the opportunity and challenge that SY will face in the future competition. At the same time, it also analyses the action carried out while the human resources and the human resources management system are perfecting and promoting in the following several years, and the evaluation for the human resources strategy formed progressively with its own characteristics. This case has reference meaning for those managers who will to strength human resource management and to improve the enterprise competence.
