Any country bases on the lofty perch of development in 21st century, must accelerate the speed of transforming into pivot society of intelligence and increasing innovation in science. To realize this goal, we must depend on the realization of the group innovative ability of scientists of our country. In order to realize the innovative ability of scientist's group of our country, there should be a clear understanding on its social environment.
