Public security plays a important role in nowadays society. It not only has a great impact on the stability and development of our society, but also on the personal and property security. The sense of security would affect people's daily conduct as well as the quality of life directly. As a result, the government would make every effort to keep the public order as its primary task. Since the reform and opening to the world, we have made great effort to maintain the public security. However, there is still a long way to go and a grand task to perform for us to meet the new challenge as new problems emerging. Therefore, the theoretical circle and practical departments are devoting their efforts to exploitation and research in order to set up a new system of prevention and administration of public security.The first chapter of the thesis is about the necessity of the intensive attention to the public security problems from all circles of our society . First, from the ranking of the hottest topics selected by the citizens living in ten large cities as Beijing, Shanghai, the public security is always on the list despite the fluctuation of its standing. Second, the rising tendency in the report of and shows that the government also concerns the public security problems for public security would influence the stability of society profoundly as well as the family and personal benefits.The second chapter does some research on the current situation and the problems of public security in our society. Emergency rate of Criminal case kept descending in most area of our country in resent years. On one hand, the descending of criminal case shows our great achievement in total governing of public order. On the other hand, public security relates to various aspects of the whole society, The third chapter mainly talked about why and how to keep the public security when the tradition society is changing into a modern society. Firstly, expatiate why must maintenance the social public order. Because of fast transformation in society period, the creation of the turbulent factors shakes the stabilization of social foundation, which will affect the living quantity of people and the national development .Secondly, analyzed the possibility of the social public order in maintenance. The reason of the illegal act includes the subjective and objective aspects. As the subjective aspects, lack of culture, blemish in personality or characters etc. that cause person easily makes an illegal act under the particular circumstance. As the objective aspects, on the other hand, there are many exterior factors inducing the illegal act, such as leak in the management, deficiency of the security system, contradiction between human relations. These problems could be solved by specialized method. In addition, the section introduces and commons on the prevail theories of domestic and international. On the basic of above analysis and evaluation, the fourth section of the thesis bring forward the conceives about the new theory of the social security system.The public security system is a comprehensive mechanism. For perfecting the system, we must improve the ability in both special and comprehensive prevention and control to form a scientific, multidimensional, and well-ordered mechanism. In the macro aspect, we should bring the public security strategic measures into national development plan and construct a expedite channel between the public and state. In the micro aspect, we should strengthen the training of the executives , guarantee enough material and human resource for it, enhance propaganda and education. Meanwhile, strengthen the administration of mobile, redundant and unemployed population. Only through the endeavor of the whole society, adjusting strategy and tactics can we gain the final victory of this campaign, which will promise us a stable and solid society in the long run.
