On The National Security Concept

Since 1990's, the deepest change has taken place from the world war Ⅱ．The theme of time, which is peaceful and developmental, is faced with new challenge．The tendency of the world multipolarization suffers serious hindrance．The third-generation leading collective which Jiangzemin leads adheres to Dengxiaoping's national security theory, and researches into the problems of China's security fully．Standing at the forward position of time, Jiangzemin looks closely at the national security and promulgates the new international security situation．He approves to cast the cold war thinking away, and to establish a new security opinion which is "trust, benefit, equality and cooperation mutually"．On the basis of the Five Principles of Peaceful Coexistence, his opinion proceeds from the considerations to national interests and long-term interests．He thinks about politics, military and culture carefully, and he uses the synthetical methods to maintain national long period of peace and order．He wants to "create security and long-term stable background of international peace", and to realize the Chinese national rejuvenetion．He says that we not initiate new security opinion positively, but practise what we advocate earnestly．We want to prove the security opinion which has broad prospects to be effective in practice．After analysing the background of time where the new security opinion generates and tiding up the origin of the national security theory, the author promulgates a new theory．The writer thinks it is very important that the understanding to what Jiangzemin has recognized to national security interests, has recognized to actual strength, has recognized to means and measure which maintain national security and to realize the policy and guiding principle． After investgating Jiangzemin's series of discusses, the author thinks the new security opinion absorbs the rational parts which are from synthetical security opinion, common security opinion and cooperational security opinion．Firstly, Jiangzemin sets up the synthetical security thought system and promulgates the new intension of all national security factors．Secondly, he puts the common security principle forward．He deals with the relation between national security opinion and area security dialectically, the relation between military security and demilitary security correctly．Thirdly, he opens up the new cooperational security model, and he builds up the security mechanism which is connection of country．He creates stable background for ourselves．At the same time, the three factors consist of the new security theory which push the Marxism national security theory forward a new stage．...
