At the beginning of Bush administration, characteristics of its security conceptions have emerged. The "9.11" Incident changed the security conceptions to a large extent. It is of great importance to figure out these conceptions for the understanding of its security policies and current international situation.The first chapter of this article begins from the defining of security and security conception, and on the basis of this, generalizes the security conceptions of major international relation theories. The second chapter, the emphasis of this article, lists ways to judge the security conceptions of Bush administration and analyses the security conceptions specifically. Bush administration's conception on threats changes with time, currently regards the combination of racialism with technology as the biggest threat American is facing, at the same time, regards rising powers as potential dangers, in the latter, reflecting the logic of realism. Its conception on security subjects regards nation (rather than person or international community) the subject of security. Its conception on the realm of security emphasizes comprehensive, all-round security and gives priority to homeland security. Its conception on ways to realize security is apparently very bellicose and unilateral, but in some matters, multilateral, pragmatic. The third chapter analyzes reasons why Bush administration's security conception is formed this way. It holds Bush administration's security conceptions are deeply influenced by characters of American nationality. America's culture and traditions are the basis, international structure are the external driving force, consensus after the September 11 Incident in the America make the security conceptions of the Bush administration be implemented without constraint, and in turn, firmed the Bush administration's determination to put them into practice. Hardliners, such as neoconservatives, in the Bush administration are the internal cause. The fourth chapter analyzes the influences of security conceptions of Bush administration on the development of Sino-America relations, international order and global war on terrorism, and forecasts the prospect of the security conceptions of the second term of Bush administration.
