The Research On How To Define The Objects Of Public Housing During The Implemental Course Of Public Housing

Public housing is defined as the social security function implemented by government and working unit in the housing field to supply the relatively cheap ordinary house for the families which have the lowest income and the registered permanent residence of town and city. Aiming at the real situation of each city to establish the reasonably defined criteria and methods is the difficulty and necessary measure of insuring those habitants who need the government's help most in housing to obtain real assistance, and it is an important point of establishing the supply system of public housing.Firstly, this article carried through some analyses and comparisons of public housing systems among Europe, America, Singapore, Hong Kong and internal country, and summarized the experiences and lessons of public housing.Secondly, this article found every main factor and its mechanism, built up System Dynamics model of public housing, analyzed and forecasted the policy through adjusting controllable parameters and modeling on computer, made future state of the system achieve the expected goal and obtained dynamic defining criteria of public housing which accords with the economic and social development of cities (including the criteria of income and the area of house). Furthermore, basing on this system, this article analyzed the public housing system in Xi'an, established different modeling project through changing the values of decision-making parameters and obtained dynamic defining criteria of public housing which are compatible with the situation of Xi'an city by modeling on computer through using the historical values and future development to compare, analyze and select the reasonableness among different modeling results.The essay built up the incomplete informational dynamic game theory between the governmental governing department and applicant during the course of auditing for the objects of public housing. Through analyzing this model, we achieved three kinds of perfect Bayesian results and basing on the discuss accorded with those results we obtained some countermeasures and suggestions which make the process of auditing for the objects of public housing more effectively during the implementation of public housing policy. Then, this article established the retrorse selective model from the point of information and economics and solved the retrorse selective model by means of building informational discriminating model. Finally, this article gave the reasonable suggestion about defining the objects of public housing.
