The talent resource is the most important resource. Appearance of knowledge economy makes the competition turn from the substantial materials to the immaterial knowledge, technology and management, between the countries, areas and organizations. And the talent who has mastered relative knowledge and technology becomes the important factor in the competition. From the view of the area development, the government could realize the combination of the talent resource and the material resource through arranging and utilizing the talents well.The flowage of talent is the immanent and objective requirement of the market economy, and with socialism market economy being optimized, the market mechanism becomes the basic means of the talent resource configuration. The talent is the personalized expression of the human resource, and it appears as the subject of the flowage of talent. The flowage aims to realize the perfect combination of the talent resource and the material resource, and fulfill the multi-layered demands of the subject.Through analysis on the reasons of the talent liquidity, the government should try to build and optimize the talent environment, in order to attract the talents from the other areas and reduce the loss of internal talents. The government should regard market mechanism as the principal contradiction of the talent environment and grasp it, eliminate impeded factors of the flowage of talent. And through some institutions the government could guarantee the flowage of talent operate normatively and effectively to promote justified configuration of the talent in the certain area. The thesis concentrates on the respective reasons and the social reasons of the talent liquidity. It expounds that talents is the personalized expression of the human resource and analyzes the behalf relation between subjects in market mechanism of the flowage of talent. Through the analysis on the investigation of the tendency of the talent flow in Shandong, the author puts forward some policy proposals on how to build the talent environment and optimize mechanism of talent flowage. The thesis consists of six parts: Part I introduces this theme of research generally; Part II puts forward some relative conceptions and basic theories, and the relation between talents and the flowage of talent; Part III discusses the behalf relation between subjects in market mechanism of the talent liquidity; Part IV expounds government functions and the talents environment; Part V quotes some investigation materials on the tendency of the talent flowage in Shandong; Part VI expounds some policy proposals on how to build the talent environment and optimize the mechanism of talent liquidity through the research on the talent environment, the mechanism of the talent flowage and the actual circumstance of Shandong.
