The Research On Transfer Of Surplus Rural Labor In Shanxi Province

Building modern agriculture, prospering rural economy and increasing peasants' income is a great task to build a well-off society that was put in the 16th CPC National Congress; holding people as the center, developing and planning the cities and countries as a whole, propelling the concordant development of economy, society and people, which are specific requirements of scientific development conception. "Peasant, agriculture and village (Sannong)" is not only an economical problem, but also a political problem. The successful transfer of surplus rural labor is a key to realize the well-off society, follow the scientific development idea and solve the problem of "Peasant, agriculture and village" efficiently. The contradiction has existed a long time that in Shanxi there are too many people but relatively less lands. Basing on the reality, it is very important to find an effective way that is suitable to Shanxi to transfer the surplus rural labor. It has a great significance to solve the problem of "Peasant, agriculture and village" and fulfill the target of realizing a well-off society.This paper is directed by Marxism, Leninism, Mao zedong Ideas, Deng Xiaoping Theory and the "Three Reparative", combines with achievements of western economists, uses the researches of in and out country as references, adopts the empirical analysis and standard analysis and discusses the relating problems about Shanxi surplus rural labor.This paper analyses the Marxism and western economists' theories about the surplus rural labor transfer thoroughly. According to the agriculture actuality of Shanxi, the development of economy and environmental policy, it firstly points out the necessities of accelerating the transfer of surplus rural labor in Shanxi; then from the subjective and objective aspects, it analyses the actuality and the restrictions of Shanxi surplus rural labor transfer; at last, according to the reality of Shanxi, it puts forward the countermeasures and suggestions about accelerating the transfer of Shanxi surplus rural labor.
