PrefaceWith the development of sociaty, pursuit of the people urged to health care and long life can make them prolong life, the special foods for health growing is the goal to seek on research of foods in current and future time and an industry in great demand with mutual contest on foods production - health foods industry. America is a prior country on development of health foods in the world. The health foods in Japan is developed somewhat later, but the development speed is rather quick. The definition, management and classification on health foods in various countries are different.With the increase of economic level in our country and development of the food industry as well as self - care consciousness of vast consumers, in order to adapt to this change, the health foods in our country were produced in 80s of 20th century, after that, the health foods is rapidly developed, therefore a series of laws, regulations and standards such as Foods Sanitary Law and Management Method of Health foods of P. R. China were issued.The health foods " heat" being in the ascendant brings new development opportunity to foods processing industry of our country and huge social and economic benefits, although the laws and regulations related to health foods were issued by the nation for supervising the health foods, but more issues are followed up.In order to lead the health foods of our country developing under healthcondition, establishment of health foods development strategy and relevant management policy suitable for the situation of our country is imperative under the situation. This research is intended to make detail analysis on the development condition, active laws and regulations, standards, examination and approval, and supervision etc. In our country and discuss on the issues present in development of health foods and the development trend of the health foods in future as well as propose the policy solving the problem to provide scientific basis for future development of health foods.Research material and methodResearch material: Materials related to domestic and foreign health foods development condition, laws, regulations, examination and approval as well as supervision aspects etc.Research method: Make search after, consult, conclude, clean up, analysis, comparison and summing -up.ResultsIn early 80s, the health foods of our country experienced a rapid development phase from 1986 to 1990 and standardized management phase after 1995The health foods means that the food has the special care function, it is a kind of food that is either appropriately edible for special confluence, with the function for adjusting economy and that not take it to treat disease as its purpose. The definition, management and classification on health foods in various countries are different.Development base of health foods is: Enhancement of people demand for the foods; development of dietetics and modern scientific technology; increase of health level and reduction of the demand for sanitary resource consumption; traditional health care theory makes the development of the health foods have u-nique advantages; popularization of nutrition knowledge as well as high profit from health foods industry.Since 1996, our nation issued a series of laws, regulation and standards related to health foods. In October, 2003, National Food and Drug Agency starts to carry out the examination and approval for the health foods. The examination and approval for the health foods is divided into four stages: inspection of product declaration, acceptance technical evaluation, examination and approval. Up to now, 27 items related to the health care function are allowable to declare. The approval certificate of the health foods can be transferred. Prior to produce the health foods, the production enterprise of the foods must apply to sanitary administrative institution at provincial level to obtain the health license.
