Directing the factor complexity in the existing resource allocation question and the deficiencies of present studying, from the view of hierarchical optimization, applying bi-level decision theory and method, the paper studies resource allocation problem of bi-level structures, lower-level related, multi-objection resource optimize. The paper sets up several kinds of resources allocation question bi-level decision models and subdivides the question and directing against concrete model proposes global optimizes method based compounding shape, branch and bound method based genetic algorithms and mix genetic algorithms based keeping feasible solve. The paper also carries on application study in production field and project field. Its core is setting up bi-level structures model resource allocation problem, designing constraint dealing with technology in genetic algorithm, analysing the validity of the algorithm which solves the resource allocation problem, and carrying on case study.
