Research On Community Emergency Resource Allocation For Security Risk

As the most basic unit organization in our country,the community is not only a direct carrier of accidents and disasters,but also a carrier of emergency rescue tasks for the first time.It played a vital role in urban emergency management.For the community,emergency resources are a powerful guarantee for coping with risks.When an emergency occurs,insufficient emergency resource allocation in the community will lead to a chain reaction and further deterioration of the accident.Therefore,it is of great practical significance to evaluate the emergency resource allocation level of the community to improve the emergency management capacity of the community.In this paper,interviews and investigations were conducted in the emergency management offices,streets,and communities in four districts of Beijing’s Xicheng District,Fengtai District,Miyun District,and Tongzhou District to summarize the possible security risks and risk characteristics of different types of communities,and to classified and allocated community emergency resources.Analyzed the characteristics and grasp the needs of community emergency resource allocation.Based on the results of the surveys and interviews,we understood the current situation of emergency resource allocation in Beijing’s communities and analyzed the existing problems of emergency resource allocation in Beijing’s communities.Based on the evaluation index system construction principles and actual investigations,a community emergency resource allocation level evaluation index system was established,which consisted of community human resources,community emergency facility resources,community emergency equipment resources,community emergency item resources,community emergency financial resources,and communities.The community emergency resourced allocation level evaluation index system of 6 first-level indicators,23 second-level indicators,and 78 third-level indicators based on emergency information resources,and explained each evaluation index.In this paper,the G1 method was used to determine the weight of the evaluation index,and the gray clustering method was used to construct the whitening weight function.The gray level to which each index belongs and the membership of each gray category are determined.A comprehensive evaluation model of the community emergency resource allocation level was established.Finally,the first economic and trade middle street community in Xincun Street,Fengtai District,Beijing was selected as an example to verify the level of community emergency resource allocation.The calculation results show that the level of emergency resource allocation in this community is average and needs to be strengthened.According to the results of the evaluation,the current emergency resource allocation of the community was analyzed,and suggestions were given to optimize countermeasures,such as improving the quality of community workers,including community power in community emergency management,rationally configuring community emergency supplies through risk identification,and increasing community emergency response.Countermeasures such as capital investment.At the same time,the feasibility and effectiveness of the model is further verified through case analysis,which has practical guidance and reference for community emergency resource allocation assessment.
