Instituting the self - governance among villagers indicates the change of our Party's ruling style and the way our state wields power in rural areas . Under this mechanism, the vast numbers of Party organizations at village level ought to simultaneously change their leading style. At present time, in order to accomplish the change, we should correctly handle the organic relationship among the Party's leadership, the people's democracy and administering village by law. In concrete words, we should attach importance to three main aspects as following: (l)To understand exactly the nucleus leading status of Party branches at village level among all kinds of village organizations and further consolidate the status. Party organizations at village level should strengthen themselves organizationally, transform their method of working and play the key role of pledging to implement Organic Law of Villagers' Committee effectually; (2)To harmonize the relationship between the Party and "government" at village level. First of all, we should reasonably define the competence of Party organizations at village level and villagers' autonomic organizations. Then we should put the mechanism of making decisions, working and making use of personnel between the two organizations in order; (3)Party organizations at village level legitimizing their activities and leading villagers to administer hamlet by law. These include three principal measures: to launch widespread education for law in depth, to put "the Four Democratic Measures" into effect carefully, to let Party organizations at village level play the exemplary role in administering hamlet by law.
