Recent years, The investment in highway construction makes great contribution to the increase of our GDP. The average investment in transport infrastructure construction is about 5% of the whole national fixed assets investment. The annual investment in transport infrastructure construction should be at least 300 billion RMB, and the highway construction, esp. the super-highway construction, is still the main part of the investment. However, at present, our supervision and administrative policy of highway construction investment cannot adapt itself completely to the development of transportation. Therefore, studying the administration of super-highway construction investment has great significance in practice.This paper compares our present policy of highway construction to that of America, Britain, Germany, Japan, etc., objectively comments on the shortcomings of the present policy; it systematically analyzes the attribute of our highway construction investment, the market structure and behavior of highway construction, thus concluding that our highway construction investment has obvious common feature, its main part is governmental investment, and our highway construction market is a monopolistic and competitive one. Moreover, this paper analyzes the feeble parts of the governmental investment administration of our highway construction recent years, arranges these feeble parts through the method of expert investigation and AHP, thus concluding that the design are leading parts of the governmental investment administration of our highway construction. Meanwhile, from the viewpoint of economics and administrative, this paper analyzes the reason for corruption in the area of highway construction, and makes use of the cost-profit model to analyze the working direction and working method of anticorruption. Finally, this paper relates to the present policy of our highway construction supervision and administration, and creatively proposes some feasible rules, systems and countermeasures.
