The Research Of Legal Issues About Public Supervision On The Governmental Investment

There exist some problems in the area of governmental investment: mono-subject, narrow capital resource, lack of non-statal capital; unreasonable investment structure, low efficiency; unsound capital management mechanism; unsound compensation mechanism, weak ability of self-accumulation and self-development; rent-seeking activities and fraudulence practices; ignorance of project's social value appraisal. So, government departments, some experts and scholars pay much attention to this topic. Strengthening the surveillance on the governmental investment is also the important content of the investment system reform.To research this problem, I examined many books, essays, cases and materials about the situation, difficulties and countermeasures of governmental investment. Based on the legal theories and knowledge, I put emphasis on methods, approaches, troubles and strategies of public supervision on governmental investment. This essay introduces abroad public supervision's basis, procedure and mode, then analyses seven relevant problems from the legal angle: information publicity, electronic government affairs, civic participation, hearing system, government compensation, experts' supervision, media supervision.This essay analyses the scope of citizens' right to know, the pattern and scope of the system of making government affairs public; the difficulties and countermeasures to the e-government, it put forwards the cooperation between government and the non-governmental organs; taking examples of immigrants resettlement and environment appraisal, it gives ideas about the consummation of the civic participation's procedure, legal obligation and the guarantee system; as for experts supervision, it suggests that provincial surveillance department should establish the experts stock with the materials possessed by the agencies, the...
