So in the view of national macro economy, we need to do the study of how the limited resources should be allocated and made the best use. Then set forth the ideas about the port network' s functions, as well as the port network system programming. Then points out the aims and methods for Chinese ports network system programming. A clustering analysis method was introduced to help the programming work in this paper.
