While the research of global change becomes increasingly deepening, scientists recognize that human activities has significant influence on environmental changes, and exploiting of land for the purpose of existence and development and the resultant land-use and cover change is now regarded as part of and main reason of the global change. So, in 1995, IGBP and HDP developed together a plan named "Land Use and Cover Change", or LUCC, which makes land-use change become the front and hot point task of the global change. Geography has become more scientific after the new research method of combining quantitative and qualitative analysis was put to use in it. Quantitative technology means precision of spatial analysis, and it substitute the obscure inference of traditional Geography. To build up temporal-spatial change model is an important measure of understanding the cause, process and future situation of land-use and cover change. The development of RS technology provides improving information resource for LUCC study. In the present study, ASTER is used to abstract buildings by the method of unsupervised classification.Urban land use is a special landscape in the coastal area of Fujian Province. The researched area now comes into a new phrase of fast industrialization and urbanization. To develop regional economy and improve people's life, expansion of urban land use is unavoidable, but at the same time, this sprawl will occupy the arable land which is very scarce in this area. Some foreign scholar even has given warning toll about this. The present study quantitatively analyzes urban land use change between the year of 1985 and 2000 in this region, including the past, the present and the future situation, with four kinds of models like quantity change, landscape index, temporal and spatial change. Finally, the relationship of urban land use and population (1985~2000) is simulated by the allometric analysis method. The results show that built-up area is growing faster than urban population. It can be explained from the historical factors and policy of the whole country and the regional factors unique to the research area. From the results of all models concerned in this study, a contradiction is obvious that urban development with arable land missing is unavoidable but the arable land is in short. In the conclusion a few suggestions are forwarded to resolve this contradiction. The present study is fairly original mainly because of the improvement of models. For one thing, when result of positivism research is contradicted to qualitative analysis, new model is made up for the partiality of the original model. For another, there is nothing wrong with the model, but the application is suspicious because of the data continuity.
