The Choice Of The Industrial Policy On The Way Of The New Type Of Industrialization In Our Country

It has been proposed in the 16th CCPC that our country will choose the way of new type of industrialization, and will realize industrialization in first twenty years in the new century. So it's instructive to study the method and meaning to realize the new type of industrialization. The aim of my thesis is to construct new industrial policy applying to the new type of industrialization in our country, on the basis of the Industrial Policy theory, by using the new experiences of implementing the industrial policy in U.S.A and Japan for reference.First, the aim, the means and the characteristics of the industrial policy in our country have been demonstrated in the thesis, on the way of new type of industrialization according to industrial policy theory and the demands of the new type of industrialization in our country. Then, the industrial policies, which have been used in U.S.A and Japan in informationization time since 1990s, have been analyzed in the thesis; the development of the industrial policy theory from the practice of new industrial policy has been put forward in the thesis; the thesis also putsforward the insights into the choice of industrial policy from the development of new practice and new theory. What's more, the content of the industrial policy, on the way to the new type of industrialization, has been illustrated in the thesis. Finally, the combination of industrial policy with other macroeconomic policies on the way of new type of industrialization has been discussed in the thesis.The comparative analysis combined with the quantitative analysis has been used in my thesis. In addition, besides the economic analysis, geopolitics and military stratagem have been used in the thesis.The innovation in the thesis lies in the combination of the analyzing methods of the politics, the military and the economics. The thesis analyzes the implications brought to our country by the development of the practice and theory of industrial policy, and presents the contents of new industrial policies. The thesis also discusses the two points of the combination of the industrial policy and the macroeconomic policies.In this paper, we hold the view that the main content of the new type of industrialization is to develop the all-round industry blueprint that is led by high-technology (esp. information industry) and is based on foundation industry and manufacturing industry and develops completely service industry. Under this objective, we can realize the goal of industry structure directly through the policy of industry technology and the policy of industry structure, while indirectly through the policy of industryorganization. We also think that the focus of the new industry policy is: to attach first importance to equipment industry in the development of manufacturing; information-infrastructure industry, raw and processed materials industry and energy industry in the development of foundation industry; those which are closely related to war industry in the development of high-technology industry and stress on the reforming of tradition industry by adopting high-technology industry as well; service offices, tour information, consult and finance and insurance industry that are related to industry in the development of service industry.In this paper, we also hold the view that the combination of the related macroeconomic policies with industrial policy should put stress on the following two points: the former should try to create good conditions for the large sums of money needed in adjusting the latter and also enlarge the market needs for it.
