| The sustainable development is a new development idea and mode put forward by human being after they have concluded their developing experience and revised their social and economical behavior. It indicates that the brand-new idea of development and program of action will become mankind's eternal pursuit. If I can say that the sustainable idea of development is "sublation" of traditional ideas of development in which dangers have been deeply buried, so sustainable development mode is a revolution to the traditional development mode. Sustainable development includes "development" as well as "sustainability", and the way of realizing sustainability is "coordination". So, we have reasons to think the aim of sustainable development is to "develop" and the way is to "coordinate " .At present, there are some researches which have been investigated the harmony among the population, resource, environment and economic system from the angle of the systematic theory, and there are also some other researches which have studied their development level. However, most of these studies fail to combine the coordination among them with their development levels. This article expounds the theory and practice of sustainable development from systematic outlook on developing view and points out that sustainable development is a complicated, open and huge system composed of population, resource, environment and economy subsystems. Based on the investigation on the coordination level of the four systems, the author puts forward "coordinated development coefficient" and "coordinated development trend index", in which both sustainability and coordination level are evaluated. There are four parts in this article.1. Summary of Sustainable DevelopmentIn this part some basic theoretical issues are mainly studied, which will offer background for later elaboration. Firstly, the origin of sustainable development is reviewed, including ancient simple sustainable development thoughts and western sustainable development thoughts. Secondly, the meaning of sustainable development is interpreted and Brundtland's definition is regarded as authoritative one. Finally, the theoretical basis and fundamental principles of sustainable development are given.2. Regional Sustainable Development SystemIn this chapter, the population, resource, environment and economy subsystems are expounded, which are the four key elements of the regional sustainable development system. Then this article interprets the relation between the coordination of population,resource, environment and economy systems and the sustainability of integral development.3. Sustainable development indicators system of regional population, resource, environment and economy systems and its evaluation methodsThis chapter is the key part of this paper, including three issues. Firstly, the indicators system for the appraising of regional sustainable development is designed and the level of comprehensive development is evaluated. Secondly, coordinated development models are built up on the ground of appraising the development level of the subsystems by principal components analysis method. Thirdly, according to the comprehensive development level, models for coordinated development among the four subsystems are established by regression analysis method. Based on the proportion between each subsystem, coordination coefficient is calculated and system of coordination coefficient is built up. As the coordination coefficient has some deficiencies in appraising regional sustainable development, coordinated development coefficient which combines coordination level with development level as a whole and coordinated development tendency index which reflects dynamic tendency of coordinated development is put forward.4.
