To enhance the construction of e-government and realize theinformatization of governmental management, it has a great significance to thepromotion of governmental management innovation. This essay focuses on thesubject of e-government construction and governmental managementinnovation, setting out the discussion from a background analysis of the latestdevelopment of e-government construction both in our country and abroad,makes an analysis of the main problems existing in our country'sgovernmental informatization and e-government construction as well as thecountermeasures available, and analyzes in concrete the positive influences ofe-government construction to the promotion of governmental managementinnovation. The construction of e-government is a global trend, also an inevitabletendency of applying electronic information technology to governmentalmanagement. Observing the development of e-government in the world, theconstruction of "information highway" had already begun in 1970s. From1990s on, e-government has undergone a rapid growth in some developedcountries. Now scanning the developing conditions of e-government in the US,Great Britain, Canada, France, Japan and other developed countries, we canfind many differences among them for sure; still, there are some latest trendsthat may serve as our references. First of all, closely combine the development of e-government with thegovernmental reform, and make it an effective measure to consolidate theachievements in the reform. Secondly, regulate the development ofe-government via laying down unified programs and technological standards.Thirdly, attach great importance on application, highlighting the function ofserving enterprises and the public, emphasizing the realization of resourceshare, this way effectively improve the government's public service. Fourthly,as long as concrete implementation is concerned, the developed countriesgenerally adopt the strategy of step-by-step implementation. From the simpleto the complicated, from the easy to the difficult, as a result increase thegovernment's efficiency in service. Our country's "information highway" construction started much later thanin developed countries. The IT and Internet application in enterprises, social 45organizations and families of the citizens also lags behind in a certain degree.However, with our government's laying great stress on governmentalinformatization, with the acceleration of the country's relative policies, ourcountry has made great progress in this realm. Viewing from the aspect of policies and programs, our country has laiddown quite clear regulations about governmental informatization. Thesemainly include: 1. Set the general target of establishing "three networks andone database" within a short time period. 2. Point out the guiding principle of"oriented by needs, development accelerated by application; unifiedprogramming; coordinate development; shared resources; safety and security".3. Put forward the main tasks in seven realms. 4. Stipulate concrete guaranteemeasures. Although we've made remarkable achievements in governmentalinformatization, we still shouldn't ignore the problems existing in ourcountry's current construction of e-government. The problems can be dividedinto two categories: subjective problems and objective problems. In the subjective aspect, there're mainly four problems: 1. The notions ofgovernment employees need to be improved. 2. The obstacle of traditionalgovernment operative mechanics. 3. Lacking a general program and unifiedstandard. To promote governmental informatization and e-government, thecrux is to make a good general program, and to set a unified technologicalstandard. Our country's governmental informatization still lacks a medium- tolong-term program, especially a unified technological standard. 4.
