| The Project Management is the important branch of management science, which is widely used during the end of the 20th century. It is the process of effectively planning, organizing, coordinating and controlling a project so as to achieve the project's target, comprehensively utilizing all kinds of knowledge, technique, tools and methods. The project management is an effective way, facing complicated environment, dynamic market, acute competition and huge engineering projects. The research, exploitation and application of projects are the core competitive capability in the local science and research insititute. In accordance with the current situations and realities of the reforming W Chemical Research Institute, the article, by means of modern project management theories and methods, analyses many malpractices coming from the old project management mode, explores a new project management method and technique which is suitable for W Chemical Research Institute, and establish a set of corresponding project management mechanism. The actual problems of the project management encountered by W Chemical Research Institute are representative and universal in the process of the project management in the local science and research institutes during the period of time. We believe that the studying and discussing of these problems will provide the project management methods and processes to the local science and research institutes for their reference, which is also meaningful greatly to promote the reform of the local science and research institutes further, to form and strengthen enterprises' core competitive capability, and to maintain enterprises' survival and development. The project management is a kind of management activity operated by organization body, which is not separated from the internal environment, such as organization's management mode, enterprise culture and so on, as well as the external environment, for instance, a state's economy, policies, laws and regulations, market rules and so on. When an enterprise's internal and external environment cannot meet the objective requirement of supporting the project management effectively, the project management activities will be difficult to be proceeded. Hence, to adapt external environment and improve internal environmental conditions is the key of project management activities.The internal environment of project management refers to what kind of organization atmosphere the project stands, including organizations, responsibilities and rights. Most of organizations have their own unique management style and enterprise culture, which will reflect in terms of value concept, code of conduct, faith and expectation, and also in some aspects of organization policy, working procedure, relations between higher level and lower level and so on, which often affect the project directly. There are three aspects in the internal environment, which will affect the project management greatly: enterprise culture, enterprise strategy and framework of organization.It is very difficult, even more difficult to execute the project management for an organization who doesn't believe the project management and without team cooperation spirit, than to complete the project itself. However, an excellent enterprise culture will support and promote the application and development of project management from some aspects, such as the approval of project management, the execution of project management methods and maintenance and update of project management. The enterprise strategy refers to a general plan made by an enterprise under market economic system, depending on its internal and external environment as well as the information of available resources.
